The Embassy of Japan is seeking a highly motivated and qualified individual to join our Economic Affairs and Development Cooperation Section as a full-time Economic Specialist and ODA Coordinator, based at the Embassy’s office in Suva.
Expected Duties
The Economic Specialist and ODA Coordinator will be responsible for the following tasks related to the implementation of various projects under Japan’s Official Development Assistance (ODA) schemes in Fiji, Nauru, Tuvalu, and Kiribati, as well as supporting private-sector engagement in economic and trade relations between Japan and the Pacific Island Countries

Expected Duties
The Economic Specialist and ODA Coordinator will be responsible for the following tasks related to the implementation of various projects under Japan’s Official Development Assistance (ODA) schemes in Fiji, Nauru, Tuvalu, and Kiribati, as well as supporting private-sector engagement in economic and trade relations between Japan and the Pacific Island Countries
Project Management and Administration
- Conduct detailed research, consultations, and assessments of regional, national, and local development needs;
- Coordinate with national and local government agencies, international and regional organisations, and other development partners to identify development gaps and assistance needs, ensuring alignment with the national development priorities of the respective countries and Japan’s development cooperation policies;
- Monitor the implementation of ODA projects, including collecting periodic reports, following up on pending issues, facilitating and conducting site visits, and coordinating preparations for project signings and handover ceremonies;
- Draft correspondences, official speeches, press releases, reports, and other public relations materials related to ODA projects implemented by the Government of Japan;
- Update the Embassy’s official website and social media platforms, including the preparation and publication of content relating to Japan’s development cooperation and public diplomacy activities; and
- Perform other relevant duties of the Economic Affairs and Development Cooperation Section as required.
Stakeholder Engagement
- Maintain effective communication and working relationships with project recipients, government ministries and agencies, international and regional organisations, financial institutions, and other relevant stakeholders;
- Respond promptly and appropriately to enquiries regarding Japan’s ODA projects and related activities;
- Support the collection of relevant information, photographs, and project updates for reporting and public relations purposes; and
- Attend development partner consultations, meetings, receptions, workshops, and other events relevant to Japan’s ODA projects and development cooperation activities.
A Successful Candidate Should Have:
- At least five years of relevant professional experience, including experience working with both public- and private-sector stakeholders;
- A bachelor’s degree or higher qualification in economics, development studies, international relations, or a related field;
- Demonstrated experience in project management, monitoring, and administration;
- A strong commitment to the economic and social development of Pacific Island countries;
- Strong analytical, organisational, and report-writing skills;
- Excellent written and verbal communication skills in English;
- Strong interpersonal and communication skills, with the ability to work effectively with people from diverse backgrounds;
- Strong attention to detail and the ability to manage multiple tasks and meet deadlines;
- Willingness and ability to undertake official travel, including travel to remote islands and other countries; and
- Availability to commence duties on 1 December 2026.

Terms & Conditions
- The terms and conditions of employment, including remuneration, will be discussed with the successful candidate.
- Six months starting from the first day at work shall be a probational period, which may be extended for additional four months in exceptional circumstances at the discretion of the Embassy.
- The initial contract will be for a period of two years and may be renewed by mutual agreement.
