Ceremony for Exchange of Notes Signing for the Project for Human Resource Development Scholarship (JDS:Second Batch)

On 15 September 2025, Mr. Rokuichiro Michii, Ambassador of Japan to the Republic of Fiji, and Mr. Pita Tagicakirewa, Acting Permanent Secretary for the Ministry of Civil Service, signed the Exchange of Notes for the second batch of funding under the Project for Human Resource Development Scholarship (JDS). Following the signing ceremony, a Grant Agreement was also signed between Mr. Satoshi Wakasugi, Resident Representative of the JICA Fiji Office, and Mr. Tagicakirewa.

The JDS program aims to support the development of human resources in Fiji by providing opportunities for highly capable young government officials to pursue master’s degree programs in Japan. These individuals are expected to play key roles in the formulation and implementation of Fiji’s social and economic development policies. Through this initiative, the program contributes to building the capacity of Fiji’s future leaders in the 21st century.
Earlier this year, six students were awarded scholarships under Batch 1 and have already commenced their studies in Japan. With the signing of the Exchange of Notes for Batch 2, additional scholarships will be awarded for studies beginning in 2026.

To date, the Government of Japan has provided a total of JPY 365 million in funding for the JDS program—JPY 165 million for Batch 1 and JPY 200 million for Batch 2.
