On 24 September 2025, H.E. Mr. Rokuichiro Michii, Ambassador of Japan to the Republic of Fiji, handed over equipment for early warning systems to Mr. Mitieli Cama, Deputy Secretary of the Ministry of Rural and Maritime Development and National Disaster Risk Management. Also in attendance was Mr. Hassan El Maaroufi, Humanitarian Program Manager at the International Organization for Migration (IOM).

The “Project for Upscaling Early Warning Systems in the Pacific” is a regional initiative funded by the Government of Japan and led by IOM, targeting enhanced disaster preparedness in Fiji, Papua New Guinea, and Vanuatu.

In early 2023, Tropical Cyclones Judy and Kevin severely impacted Fiji, causing widespread damage and displacement. Approximately 200,000 people—nearly one-fifth of the population—were affected. Critical infrastructure was damaged, and livelihoods were disrupted, underscoring Fiji’s vulnerability to climate-related disasters.

To support this initiative, the Government of Japan, through its supplementary budget, provided funding of approximately USD 1.5 million to IOM for the project. Aligned with the UN Secretary-General’s “Early Warnings for All” (EW4ALL) Initiative, the project aims to strengthen disaster risk reduction and early warning capabilities across the Pacific region.

The equipment handed over includes Starlink communication devices and tsunami evacuation signage, which will be deployed in remote island communities such as Ono-i-Lau Island. The Starlink devices are expected to significantly improve disaster preparedness and response in areas with limited connectivity, enabling timely information sharing and coordination with the National Disaster Risk Management Office (NDRMO), especially during the early stages of an emergency.

During the ceremony, Ambassador Michii remarked, “In these challenging times, it is more important than ever for likeminded countries like Fiji and Japan to deepen our bonds and stand together.” His statement underscored the enduring partnership and solidarity between the two nations in addressing shared challenges.
