In response to large-scale disasters occurring overseas (natural and man-made disaster but excluding situations resulted from conflict), the Government of Japan provides, at the request of the government of the affected country, emergency assistance, based on its abundant experiences and the technical know-how accumulated over the years as a disaster-prone country.
