Speech by Mr. Takeshi Tanabe, Counsellor for the Embassy of Japan on the Occasion of Grant Contract Signing Ceremony for GGP Projects in the Republic of Kiribati

It gives me a great pleasure to have this opportunity to speak on behalf of the people and the Government of Japan in formalising Japan’s Aid to the Republic of Kiribati. I thank you all for your presence here to witness the signing of the Grant Contracts, which formalises Japan’s Grant Assistance for Grassroots Human Security Projects programme.
Japan provides financial assistance for Banaba Island through installing a seawater desalination plant to ensure adequate supply of water on the island. This project is very timely for the people on Banaba especially when the demand for water is high in the face of severe drought experienced on the island.
In addition, Japan’s assistance for construction of a dining hall at Stephen Whitmee Highs School on Abaiang, a Science Laboratory at Sacred Heart High School and 4 classroom complex at Aratokotoko Primary School in Tarawa will not only upgrade respective school’s facilities but will also provide an learning opportunities for children to excel academically. I am hopeful that these projects upon completion will greatly contribute in the facilitation of reform programs and achieving success in Kiribati.
The provision of these projects was funded under Government of Japan’s Grant Assistance for Grassroots Human Security Projects scheme. This scheme, more commonly known as the GGP programme, is designed for such projects that will improve the living standard of people by providing basic necessities and better opportunities. The principle objective of this scheme is in line with Japan’s Official Development Assistance policy of promoting development at the grassroots level mainly in the areas of water supply, basic education, health and rural infrastructure. This GGP programme enables Japan to respond quickly and effectively in times of need.
Finally, I am confident that this assistance will serve to further strengthen the mutual relations and friendship between the governments and people of Japan and the Republic of Kiribati.
