Speech by H. E. Yutaka Yoshizawa, Ambassador of Japan to the Republic of Vanuatu On the Occasion of the Ground Breaking Ceremony for the Project for Improvement of Port Vila Main Wharf
at 9:00 a. m. 26th of May 2009, at Port Vila Main Wharf, Vanuatu.
Ladies and Gentlemen,
It is my pleasure to officiate today’s ground breaking ceremony for the project for improvement of Port Vila main wharf. I also wish to express my appreciation for the warm welcome extended to me by the people of Vanuatu.
As many of us may recall, the Exchange of Notes for detailed design was signed on January 28th 2008 to undertake the first stage of this project with another Exchange of Notes signed on the 26th of May to confirm Japan’s bilateral assistance to the Government of the Republic of Vanuatu for this project under its General Grant Aid scheme, and today, we are witnessing the commencement of upgrading work on this important project that will significantly improve Vanuatu’s trade with other countries. In this regard, I am glad and thankful to all stakeholders of this project for the cooperation and assistance rendered to the associated visiting missions from Japan and, I am confident of your continued support to the JICA Technical Cooperation and the contractor during construction phase of this project.
So far, Vanuatu had a relatively favourable economic performance. However, it still has to tackle inevitable challenges for future sustainable economic development especially when we are in the midst of a global economic recession. Upgrading of wharf facilities is an important aspect in Vanuatu’s long term economic growth and development.
In 2005 alone, 86 percent of total import value of 16 billion Vatu and 25 percent of total export traded through Port Vila main wharf and therefore, proposed improvement of Port Vila main wharf is indeed, a huge step forward to respond to the challenges in Vanuatu’s maritime transaction.
Japan, supports the Government of the Republic of Vanuatu’s initiative to move with the prevailing market forces to meet the needs of modern era, and is pleased to be given the opportunity to assist the Government of the Republic of Vanuatu through its Grant Aid program in this project in an effort to expand Vanuatu’s trade and tourism markets. Since 1989 to year 2008, Japan through its ODA programme has provided approximately 10 billion vatu to various projects under its General Grant Aid and GGP schemes around Vanuatu and among these are, Improvement of Port Vila main wharf and Sarakata River Hydroelectric Power Station projects with total funding of approximately 2,890 million vatu
This project consists not only the rehabilitation works at the wharf to improve cargo handling efficiency and ensuring safety of wharf users, but will also provide facilities of international standard for operation of vessels. The improved facilities at the Port will ensure full compliance with global maritime standards and better service for increasing maritime transportation.
Ladies and gentlemen, I hope this contribution from the Government and people of Japan, to the Government of the Republic of Vanuatu will be a milestone achievement for the people of Vanuatu.
To conclude, the funding of this project is a strong testimony of the Government of Japan’s firm commitment to provide development assistance to Vanuatu. With these few words, ladies and gentlemen I am honoured to pour cement and officially declare commencement of upgrading work on Port Vila main wharf and I hope for successful completion.
