Speech by H. E. Mr. Yutaka Yoshizawa, Ambassador of Japan to the Republic of Nauru on the Occasion of the Signing and Exchange of Notes for the Non - Project Grant Aid and GGP Projects to the Republic of Nauru

It is my pleasure working with the Government of the Republic of Nauru in promoting socio-economic development in key sectors. Recently, Japan has been actively involved with Nauru’s efforts in implementing economic reforms in line with its National Development Strategy and promoting development at grassroots level. I appreciate your presence here to witness today’s signing and exchange of notes ceremony formalising Japan’s Non Project Grant Aid and Japan’s project to Nauru funded under its Grassroots Human Security Projects Programs also known as GGP.

Today’s occasion also marks my first official engagement with the Government of the Republic of Nauru regarding Japan’s ODA, and I look forward to continue with Japan’s ODA Policy to promote development in Nauru and further strengthen the cordial ties between our two countries.

In acknowledging the financial constraints and the anticipated flow-on effects of the global financial crisis on Nauru’s economy, the Government of Japan decided to double its assistance to two hundred million Japanese Yen this year through its Non Project Grant Aid to primarily ensure Nauru’s ability to import adequate fuel and other necessary products for advancement of economic and structural reforms without having much impact on the Government’s current budgetary allocation for development of equally important other sectors such as education and health.

Japan, through its GGP Program, has also decided to assist Nauru with two new water delivery trucks to ensure improved cartage of water to the people of Nauru and thereby make Japan’s donation of communal water tanks in the entire district in 2007 more meaningful.

These projects are a manifestation of Japan’s goodwill and friendship to the Government and people of the Republic of Nauru.

Honourable Ministers, I look forward to the successful completion of these projects, as it is my hope that, upon completion, the economy will prosper and the problem of water shortage will be a thing of the past for the people of Nauru.
