Speech by H. E. Mr. Yutaka Yoshizawa, Ambassador of Japan to the Republic of Vanuatu on the Occasion of the Signing and Exchange of Notes for the Non - Project Grant Aid to the Republic of Vanuatu

at 1600 hrs, 16th March 2010, Port Villa, Republic of Vanuatu.

 

Ladies and Gentlemen,


I express my sincere appreciation for your attendance in today’s signing and exchange of notes ceremony, formalising Japan’s Non Project Grant Aid (NPGA) to the sum of 92 million vatu to assist the Government of the Republic of Vanuatu in securing adequate supply of medical and medicine for this year. Japan through its NPGA has contributed similar donations in the fiscal year 2006 and 2007 for medical purposes and is appreciative of the opportunity given again to continue assistance for fiscal year 2010.

While acknowledging the importance of medical and medicine needs of a healthy nation, Japan’s NPGA of 92 million vatu will make available more of Vanuatu’s budgetary allocation for other important sectors such as education and capital works that will greatly contribute to Vanuatu’s socio-economic development.  Let me emphasise that Japan’s NPGA to Vanuatu is unconditional in the sense that Vanuatu will be free to use this grant to purchase required medical and medicine supplies from any country including Japan without compromising the quality of supplies.

Taking this opportunity, I am also thankful to all those who are responsible for realisation of this signing ceremony, in particular, the officials of the Department of Foreign Affairs, for their cooperation and assistance rendered to my Embassy. Japan recognises the value of such cooperation and is committed to working together in promoting Vanuatu’s economic growth and prosperity.

Furthermore, I wish to express my Government’s hope that the Government of the Republic of Vanuatu will ensure the deposit of the counterpart fund for the previous years as well as for this NPGA so that such fund will be used for further development needs of Vanuatu.

Honourable Minister, I remain hopeful that this Non Project Grant Aid will be of effective assistance to your government in overcoming the financial constraints during this challenging times and I look forward to Vanuatu’s socio-economic prosperity.
